8 july 2026 Punjab Khabarnama Bureau : The International Olympic Committee (IOC) has provisionally lifted the suspension of the Russian Olympic Committee, paving the way for Russian athletes to gradually return to international competitions ahead of the 2028 Summer Olympics. The move marks a significant shift in the IOC’s stance after nearly three years of restrictions imposed following Russia’s actions in occupied Ukrainian territories.
The IOC suspended the ROC in October 2023 after it recognized regional sports organizations in the Russian-occupied Ukrainian regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia, a move the IOC said violated the Olympic Charter and the territorial integrity of Ukraine’s National Olympic Committee. The suspension has now been lifted after the IOC determined that the ROC no longer includes those organizations in its membership.
Athletes Can Return, But Conditions Apply
While Russian athletes can now return to international competitions, their participation will still depend on the rules of individual international sports federations. Several governing bodies, including World Athletics, continue to maintain their own bans or restrictions on Russian competitors.
The IOC has also made it clear that all returning Russian athletes must comply with strict anti-doping requirements. Until the reinstatement of the Russian Anti-Doping Agency is fully completed, athletes will remain subject to enhanced testing under internationally supervised anti-doping programmes.
No Decision Yet on Flag or Anthem
Although the suspension has been lifted, the IOC has not yet decided whether Russian athletes will be allowed to compete under the Russian flag, wear national colours, or have the national anthem played at the Los Angeles 2028 Olympics. Those decisions will be taken closer to the Games.
The IOC also reiterated that it will continue to bar official IOC events from being held in Russia and will not invite Russian government officials to IOC events. At the same time, it emphasized that athletes should not automatically be punished for the actions of their governments.
Mixed International Reactions
The decision has drawn contrasting reactions worldwide. Russian sports officials welcomed the move as an important step toward full reintegration into international sport. Meanwhile, Ukrainian officials and several sports advocacy groups criticized the decision, arguing that it weakens the IOC’s stance amid the ongoing conflict in Ukraine.
Looking Ahead to LA 2028
The IOC’s decision is expected to influence qualification events for the Los Angeles Olympics, although the final participation of Russian athletes will depend on compliance with anti-doping regulations and the policies of individual sports federations.
The development represents a significant milestone in the Olympic movement’s efforts to balance the rights of individual athletes with concerns surrounding international conflict and fair competition.
