Punjab Jails Department Strengthens Security and Rehabilitation Initiatives

Security and Rehabilitation Overhaul – Advanced Technology, Infrastructure, and Empowerment Programs

The Punjab Government, under the leadership of Chief Minister Bhagwant Singh Mann, has made significant strides in fortifying prison security and improving inmate rehabilitation in 2024. Key initiatives have been launched under the Punjab Jails Department, aiming to address both security concerns and the welfare of prisoners.

In terms of infrastructure, a new high-security jail near Ludhiana, worth ₹100 crore and spanning 50 acres, is being constructed. This facility, designed to house 300 high-risk prisoners, represents a major step forward in enhancing security across the state’s prisons. Additionally, the department is embracing advanced technology to reinforce security. AI-based CCTV surveillance systems are being installed in eight central jails to monitor potential threats such as contraband throws, unauthorized mobile use, and wall scaling. The system will soon expand to cover six more prisons. V-Kavach jammers, already implemented at Central Jail Bathinda, are being deployed across 12 sensitive jails, further strengthening the security framework.

The Punjab Jails Department is also addressing illegal mobile phone use with the introduction of over 750 inmate calling systems and X-ray baggage scanners at 13 sensitive jails. High-security zones housing high-risk prisoners will benefit from enhanced CCTV coverage. To ensure the safety and smooth operations within the jails, a new Research, Analysis, and Intelligence Wing has been operational since October 2023, using intelligence and behavioral analysis to prevent internal threats.

On the rehabilitation front, the Punjab Government is focusing on educational and vocational programs for inmates. The “Sikhya Daat Project” has enrolled 2,200 prisoners in educational courses, while 513 inmates are engaged in skill development activities, such as electrical work, plumbing, and tailoring. These programs are designed to equip prisoners with valuable skills, fostering their reintegration into society upon release.

The Jails Department has expanded its commercial ventures by establishing two new petrol pumps at Nabha and Fazilka, increasing the total to eight operational units. Additionally, 738 warders and 25 matrons have been recruited, with ongoing recruitment for 179 more guarding staff positions. The Punjab Government has approved the revival of 1,220 posts across various categories, with recruitment set to begin soon. Psychological support services are also being provided, with three counselors appointed under the Punjab Prisons Development Board to ensure the well-being of both inmates and staff.

Through these extensive measures, the Punjab Government is strengthening security while promoting the rehabilitation and reintegration of inmates, ensuring a safer and more sustainable prison system.
