2 july 2026 Punjab Khabarnama Bureau : In a significant move aimed at accelerating planned urban development while safeguarding the interests of landowners, the Punjab Cabinet has approved the third version of the state’s Land Pooling Policy, introducing a series of additional benefits designed to make the scheme more attractive and transparent.
The revised policy, approved during a Cabinet meeting chaired by Chief Minister Bhagwant Mann, seeks to strike a balance between rapid infrastructure development and fair compensation for landowners. Officials believe the updated framework will encourage voluntary participation, reduce disputes related to land acquisition, and facilitate the creation of modern residential, commercial, and industrial projects across Punjab.
The latest version of the policy builds upon earlier land pooling models by offering improved incentives, greater flexibility, and enhanced security for participating landowners. The government has emphasized that the revised policy is intended to ensure that farmers and property owners receive long-term value from their land instead of one-time compensation.
Under the land pooling mechanism, landowners voluntarily contribute their land for development. The government or designated development authority undertakes the planning and construction of infrastructure such as roads, parks, drainage systems, water supply, electricity networks, and other civic amenities. Once development is completed, a portion of the developed land is returned to the original owners, while the remaining land is utilized for public infrastructure and other planned projects.
According to officials, the third version introduces several additional benefits aimed at increasing participation. These include improved plot allocation provisions, enhanced transparency in the development process, faster implementation timelines, and better protection of landowners’ rights. The policy is also expected to simplify administrative procedures, making it easier for stakeholders to participate.
The government has stated that the revised policy is based on feedback received from farmers, urban planners, industry representatives, and other stakeholders during consultations conducted over the past several months. By incorporating suggestions from multiple groups, the administration hopes to address concerns that emerged during the implementation of previous versions.
Officials believe the policy will play a crucial role in supporting Punjab’s expanding urban population. With increasing demand for housing, commercial spaces, educational institutions, healthcare facilities, and industrial infrastructure, the need for planned urban expansion has become more pressing.
