Moga, 4 July 2025 (Punjab Khabarnama Bureau) : District Magistrate-cum-Deputy Commissioner of Moga, Mr. Sagar Setia, has issued some important guidelines for cyber café owners under the powers granted to him by Section 163 of the Bhartiya Nagarik Suraksha Sanhita, 2023.

Sharing details of the order, he said that any unidentified person whose identity cannot be confirmed by the cyber café owner should be prohibited from using the café. Every visitor/user must register their identity in a logbook. The logbook should record, in the user’s handwriting, their name, address, telephone number, and identity proof. Identification must be verified through documents such as ID cards, voter cards, ration cards, driving licenses, passports, or photo credit cards.

Activity server logs must be saved on the main server, and the records must be retained for at least 6 months. If there is any suspicious activity by a visitor, the cyber café owner is required to report it to the nearest police station. Additionally, a log of the specific computer used by each visitor must be maintained.

Mr. Sagar Setia pointed out that in Moga, many commercial places/shops are known as cyber cafés. A large number of people visit these places to use services like email, etc., and some anti-social elements, criminals, and terrorists may misuse these services to threaten public safety, VIPs, or government institutions. They might carry out activities that directly affect the security of the state. Therefore, it is essential to take preventive measures against such threats to human life and to ensure public peace.
