Punjab Government Implements NoC-Free Registries and Key Development Initiatives

Urban Growth and Property Reforms – Simplifying Registrations and Supporting Entrepreneurs

The Punjab Government, under the leadership of Chief Minister Bhagwant Singh Mann, has made significant strides in 2024 to ease the lives of residents, especially in urban areas, while focusing on the planned development of cities. One of the major achievements this year is the implementation of NoC-free registries, a long-awaited demand from the state’s residents, allowing property registration without the need for a No Objection Certificate (NoC).

Housing and Urban Development Minister, Hardip Singh Mundian, highlighted this crucial reform, noting that the Punjab Government has fulfilled a decade-old demand by removing the requirement for NoCs for land registries under 500 yards. This transformative change was made possible following the passing of the PAPRA Act by the Vidhan Sabha, paving the way for the reform. The Urban Development and Revenue Department subsequently announced this initiative, urging residents to take advantage of it during the three-month period from December 1, 2024, to February 28, 2025.

Minister Mundian also emphasized the success of two e-auctions held during the year, generating a total revenue of Rs. 5060 Cr. These e-auctions, which included a variety of properties such as group housing, petrol pumps, hotel sites, SCOs, booths, and both industrial and residential plots, were conducted by various development authorities. These auctions provided the opportunity for residents to secure homes and pursue entrepreneurial ventures. In August, the e-auctions raised Rs. 3000 Cr, followed by an additional Rs. 2060 Cr in October.

For the first time, the government also extended direct assistance to developers and promoters by issuing clearance certificates. The Punjab Government organized two Mega Camps—one in October and another in December—where a total of 178 clearance certificates were issued. The first camp saw the issuance of 51 certificates, while the second provided 127. These certificates included licenses for colonies, completion certificates, partial completion certificates, letters of intent, zoning plans, building plans, and promoter registration certificates, all managed under the supervision of various development authorities.

Minister Mundian concluded by reaffirming that under the dynamic leadership of Chief Minister Bhagwant Singh Mann, the Punjab Government is committed to the welfare of the state’s residents, continuing to focus on initiatives that enhance their quality of life. The government is already planning additional e-auctions and Mega Camps in the coming year to further support the people of Punjab.
