12 september 2024 : The Punjab Civil Medical Services (PCMS) doctors have fully suspended Out Patient Department (OPD) services at government hospitals, severely impacting healthcare as their strike entered its second phase today. Initially, the strike, which began on September 9, had OPDs running for limited hours, from 11 am to 2 pm. However, doctors have now halted all OPDs and elective surgeries, except for caesarean sections.
Patients at Civil Hospital struggled to receive medical care, with some waiting until 11 am, only to leave without being seen. OPD services at district hospitals, sub-divisional hospitals, and community health centres were also completely suspended today.
Ramesh Kumar, who needed a medical check-up for his job application, was among those affected. “Doctors are on strike and aren’t conducting medical exams. I need this certificate to secure my job, and only a government doctor can provide it. This delay could cost me dearly, as I have a week to submit the certificate.”
Kokila, another patient from Sunet village, felt helpless due to severe pain. “I have a gallbladder stone and was advised to have it removed. I came for a consultation today, but no one is available, and there’s total confusion. I can’t even get a surgery appointment.”
Many patients, like Rajan from the industrial area, who had travelled long distances, were left disappointed. “I’ll now have to see a private doctor since the government doctors aren’t seeing patients.”
The doctors’ unresolved demands include the stalled Assured Career Progressions, unpaid 6th CPC arrears, and workplace security. Dr. Akhil Sareen, president of the Punjab Civil Medical Services Association (PCMSA), stated, “The cabinet sub-committee recognized our demands as valid and agreed to restore the stalled Assured Career Progression (ACP) for the PCMS cadre, but we won’t resume work until this is confirmed in writing.”
